警察张大海（连凯 饰）开车押送犯人司徒奇（林家栋 饰）回警署，却在半路上遭遇了意外误打误撞之中闯入了寨城。寨城中聚集着来自各地的不法之徒，他们在此安营扎寨，经营和维持着属于自己的法律，是一个典型的“三不管”地带。寨城的头目乌鸦扣押了张大海和司徒奇两人，扬言要杀掉身为警察的那一个。
