In his starring debut Roy gets elected to congress in order to bring water to the ranchers in his district. In Washington he learns he needs the backing of a key congressman and gets that man to go west for an inspection trip. 除了女主角姚星彤外，《绽放》里的演员大多是本色出演的残疾人。所以影片创下了一个纪录，该片是国内起用残疾人演员数最多的一部电影。。
